Quarterly Taxes are Due: February 1st May 1st August 1st November 1st Grace Period: There is a 10 Day Grace Period. On the 11th Day interest accrues back to the first of the month. Interest is required to be charged on late payments of taxes. Interest accrues at 8% on the first $1,500 and 18% above $1,500. Interest stays at 18% until the balance is brought current. Postmarks Not Accepted: Postmarks are no longer accepted for tax payments. Tax Appeals: Deadline for filing tax appeals is April 1st. Taxes must be paid current before filing. Your Tax Collector can answer questions about tax collection. The Tax Assessor cannot legally collect tax money so please do not mail your checks to the Assessor. When you are issued a building permit, you may expect visits from both the Assessor and the Construction Official as their duties require. Improvements may be subject to added Assessments which begin the 1st of the month following substantial completion, occupancy or use. The Added Assessment list is submitted to the County Tax Board on October 1st and the tax thereon is due in full November 1st of the same year. Any building standing as of October 1st of the pre-tax year will be taxable for the entire following year. Improvements Improvements to your home not only make it more comfortable and attractive but also make it more valuable. Some of the most common improvements are listed below: Assessable – Additions, Air Conditioning, Brick Facing (1 story or more), Decks, enclosed porch or deck, finished basement, fireplace(wood, coal or gas) garage conversions and carports, inground pools, kitchens and bathrooms, shed(larger than 10x10), siding. Not Assessable – fences, sheds smaller than 10x10, paint, replacement windows, skylights, jungle gym or play platform, above ground pools P= Partial Assessment on the Improvement and indicates that the property is not fully assessed. Added Assessment bills for improvements are issued in October and payable on November 1 along with the Original Tax Bill. It also has a preliminary Tax Bill due February and May along with the Original Bill. Appeals on Added Assessment bills are filed on or before December 1st with the Bergen County Board of Taxation. Ad Advice copy is mailed to property owners with a Mortgage company. ONLY ONE TAX BILL IS ISSUED PER PROPERTY AND IT SHOULD BE TRANSFERRED WITH OWNERSHIP. DUPLICATE BILL CHARGE IS $5.00. Deductions Deductions – An amount taken off the Gross Tax on the Tax bill. A Veteran or the Widow of a Veteran may apply for a $250.00 Tax Deduction. The Veteran must have service in time of war, complete the application and present an Honorable Discharge and a FormDD214. A Senior Citizen or the Widow of a Senior Citizen (at least 55 years old) may apply for a $250.00 Tax Deduction. To qualify you must be 65 years or older and earn less that $10,000.00 a year excluding Social Security. A widow of a Senior Citizen who is under 65 can only apply if the Senior citizen was receiving the deduction before his death. A Disabled Person or the Surviving Spouse of a Disabled Person (at least 55 years old) may also apply for a $250.00 Tax Deduction. To qualify you must be able to prove to be totally and permanently disabled and earn less than $10,000.00 a year excluding Social Security. A surviving spouse of a Disabled person can only apply if the Disabled Person was receiving the deduction before death. Tax-Exempt – No tax payment is charged at all. A Totally Disabled Veteran may apply to the Tax Assessor for an exemption. You must have been totally and completely disabled during times of war. How you make the payment depends on how you want your receipt, either: 1. Bring in the entire bill and I will pull the stub and receipt the back of the bill. 2. Send the entire bill with the check in a self-addressed, stamped envelope and I will pull the stub and receipt the back of the bill. 3. Send the stub and the check in and your canceled check will be your receipt. Tax Sale A Tax Sale must be conducted each year to resolve prior year tax delinquencies. State law authorizes the collector to begin the Tax Sale process on January 1st but in Northvale, the sale is generally scheduled between June and December. The sale is advertised in The Record for four weeks. The Collector sells Tax Sale Certificates which are filed with the Bergen County Registry and become liens against the property. Investors who purchase the certificates have the right to pay the current tax, which becomes part of the lien. Investors also have the option to begin the foreclosure process after 2 years to take possession of the property. Tax Sale Certificates cannot be redeemed in partial payments. Pick-up will be made every Tuesday starting on April 8th and ending to October 7th. Do not rake to the curb. It is now permissible to place materials in biodegradable (paper) bags. Materials placed in plastic bags cannot be picked up. Branches 3 feet and under must be tied and bundled with twine. Barrels containing branches will not be picked up. Stack branches on your property with all ends facing the same way which may be cut up to 12 feet in length. Make sure they are free from logs and stumps. Leaf collection will begin the week of October 20. The DPW will begin leaf collection the week of October 20. To better serve you, the following is needed to facilitate the pick up of leaves . . . . NO BAGS OF ANY KIND will be collected. Pile leaves and grass neatly at the curb NOT to obstruct traffic in the street. Do NOT mix debris with leaves such as rocks, wood, branches, etc. Leaves should NOT be piled around fire hydrants, light poles, signs, trees, etc. Do NOT place leaves within ten (10) feet of either side of a storm drain. Vehicles parked in the street prevent us from working along the curb and collecting your leaves. The DPW is NOT responsible for any damage to basketball backboards that are located at the curb. Leaves will be continually picked up until December 5th. The leaves MUST be at the curb by December 5th. Any leaves left at the curb beyond December 5th are in violation of Borough Ordinance #830-2006 and you will be subject to a fine. During leaf season, NO BRANCHES will be collected. If there is a need for branches to be stacked, they must be kept on your property as placing them in the street is in violation of Borough Ordinance #830-2006.     The James F. McGuire Memorial Senior Citizen Center The Senior Center is located at 116 Paris Avenue, Northvale, NJ 07647. Mission Statement The James F. McGuire Senior Center is open to all Northvale and Non- Residents 55 years and older. Yearly membership for Northvale is $10.00 and non-residents is $12.00. This membership fee entitles you to take part in all activities offered by the center. Some activities we offer are: Morning coffee and refreshments, crochet club, movie day, exercise programs, BINGO, various parties and celebrations throughout the year, guest speakers, monthly blood pressure check, podiatrist appointments. April Newsletter April Activity Calendar Part-Time Van Driver The Borough of Northvale is seeking a Part-Time Van Driver to serve members of the Senior Center and Northvale residents over age 55. The Van Driver will report to the Senior Center Director, and will be responsible for transporting seniors to and from their homes, the senior center, appointments or errands, and local trips. They may also need to assist seniors with getting on and off the van if needed, in addition to ensuring a safe trip for all passengers. Other responsibilities include having the van fueled, washed, and brought in for any required maintenance. The mission of this office is to prevent fires by conducting thorough annual fire inspections mandated under the N.J. Uniform Fire Code. The department conducts fire prevention lectures and has fire prevention information for the residents of Northvale. All Inspectors are required to undergo strict educational and certification process, as mandated by the State of New Jersey, to be employed in the Fire Prevention Bureau. Charles Thomas supervises the department’s Fire Inspectors who inspect all Business, Schools and Places of Assemblies in Northvale for fire code compliance. The Fire Prevention Bureau inspects all homes for sale to ensure smoke detectors, carbon monoxide alarms and fire extinguishers are installed as required for closing. Richard Hess – Fire Inspector Direct Line (201) 767-3330 Smoke Dectors And Preparation Save Lives Working smoke detectors are your first line of defense in the event of a fire in your home. Having time to escape your home, in the event of a fire, is crucial for the survival of your family. Your chance of survival doubles with a working smoke detector installed within 10ft of all bedroom doors and at least each level of your home. Smoke detectors should be checked regularly and batteries change as necessary. It is a good practice to change the batteries at least twice a year when you change your clocks. Fire Hazards Most fires can be prevented because they are accidental in nature. In general all fires require three " ingredients" to start, theses ingredients are in your home. They are a fuel (something that can bum), ignition, (something that gets hot) and air. Put them together and you have a fire that may be small, but all big fires start small. Here are some basic fire safety rules to help eliminate fire hazards around your house. Keep combustibles away from the boiler, furnace or hot water heaters. Use caution when using electric or fuel heating units… where unit is placed, near storage or combustibles. Have your fireplace cleaned annually and keep newspapers/combustibles away from front, use a screen. •Regularly check your stovepipe on a wood-burning stove. Store gasoline in an approved container and in a safe location away from heat sources. Check all electrical outlets ensure there are no overloaded circuits or over use of electrical extension cords. Do not run electrical extension cords under any rug. Ensure clothes iron and hair dryer is unplugged when not in use. Clean clothes dryer lint collector and vent regularly. Use candles with caution and never leave unattended. Keep matches and lighters away from children. . Clean oven and remove any grease. Use smoking materials with caution; do not smoke in bed and dispose of smoking materials in a non-combustile container. Do not empty in ordinary trash container. Store propane outside structure. Smoke Detector / Carbon Monoxide Detector and Fire Extingusher Inspection Required Residents planning to sell homes are required to apply and receive a Certificate of Compliance from the Building Department this includes a certificate of Smoke Detector and Carbon Monoxide Certificate: This requirement is also required for any rentals. The minimum requirement is one battery-operated smoke detector required to be installed on each level and outside bedrooms. Also, a carbon monoxide alarm is to be installed within 10ft of all bedroom doors. A portable fire extinguisher shall be installed within 10 ft of the kitchen. It must be hung no higher than 5ft off the floor. The extinguisher shall be rated at ABC and not be less than 2.5 lbs or greater than 10lbs. Please apply and schedule an inspection in ample time before your scheduled closing as to avoid any possible delay. These interviews were put into PDF documents and are here on this web page. This web page was designed with the intention of increasing awareness regarding the service of these brave Americans. I encourage anyone and everyone to read and become aware of what these men and women have done for our country. Thousands of American men and women have served in the military in foreign wars. To aid their adjustment after returning from these wars, the VFW was established. Although recent and current wars are present in our thoughts, many years have passed since WWI, WWII, Korea and Vietnam. As a result many veterans have grown old, died, and some may even have been forgotten. I have learned from a member from the Northvale VFW post 162, that many veterans die with people knowing very little or nothing of their Service in the Military. I would like to change this unfortunate occurrence. These soldiers fought for our right to be free. I want to ensure they are remembered and honored. Applicants must possess a valid New Jersey Driver’s License and a valid Building Inspector HHS and Building Subode Official licenses issued by the New Jersey Department of Community Affairs. A minimum of 5 years experience is preferred. Multi discipline licenses a plus. Flexible hours, weekdays – 6 hours per week. Salary Commensurate with experience. Email: fweston@northvalenj.org Part-Time Van Driver The Borough of Northvale is seeking a Part-Time Van Driver to serve members of the Senior Center and Northvale residents over age 55. The Van Driver will report to the Senior Center Director, and will be responsible for transporting seniors to and from their homes, the senior center, appointments or errands, and local trips. They may also need to assist seniors with getting on and off the van if needed, in addition to ensuring a safe trip for all passengers. Other responsibilities include having the van fueled, washed, and brought in for any required maintenance. Essential Job Functions: • Ability to operate the Senior Van in a safe and courteous manner and follow transportation laws and regulations • Perform pre-trip inspections and ensure the van has adequate gas for each trip • Maintain, refuel, and have van cleaned as needed • Ensure safety of all seniors before, during, and after each trip including assisting them getting on and off the van • Drive seniors to and from the Center and doctor appointments as needed, one grocery shopping trip weekly, and at least one special shopping or recreational trip per month • Maintain a record of each run and inform the Center of all scheduled trips Qualifications: Must possess CDL license with passenger endorsement Physical Demands: • Sitting, bending, standing, kneeling, and walking • Assist seniors getting on and off van • Assist seniors with bags and/or packages Schedule: Mondays and Fridays from 9 AM – 2 PM and as needed Interested parties should contact Michelle Adoni, Northvale Senior Director at 201 767 3330 Ext. 305 OR email: seniordir@northvalenj.org
